I am installing a metal roof (R-Panel) on my house. I have 1X4 treated latts 24 inches on center attached to the existing roof that I am screwing the panels down to. A contractor I am working with is telling me that the proper way to place the stitch screws, at the seams, is 12" on center. Also, he says that I should have fasteners on BOTH sides of the seams. Seems like a lot of screws at the seams — fasteners to lattes, 24" on center, both sides of seam, and stitch screws, 16" on center. Is this the right way to do this?

Yes. You need to be licensed if the TOTAL JOB (cost of the window, plus the installation) is more than $500. If you sub the work out to installers who are licensed, that just makes you the prime contractor on the job because you are the one with the direct contractual relationship with the homeowner. You must be a licensed contractor for this (if over $500).
As a licensed contractor, you can either have your own employees do the installation, or you can sub it out to another licensed contractor. But you must be licensed yourself in order to have a direct contractual relationship with the homeowner.

Contractors must obtain a license from the Department of Professional Regulation before engaging in roofing construction. Illinois requires professional licensure of Roofing Contractors by the Illinois Roofing Industry Licensing Act. The examinations have been developed to reflect specific standards and practices supported by the roofing industry. Why not give those good folks a holler?

It could be several reasons and the state in which they are licensed, but here are two possibilities.
License is under Contractors Bond Suspension. A contractor's bond may have been received by the Board but not yet processed. Once the bond is processed the suspension will be lifted retroactively to the effective date of the bond. Ask the contractor for proof of a contractor's bond and contact the bonding company to verify bond status.
License is under suspension for failure to comply with Workers Comp. A workers´ compensation certificate or exemption statement may have been received by the Board but not yet processed. Once the certificate or exemption statement is processed the suspension will be lifted retroactively to the effective date of the certificate or exemption statement. Ask the contractor for proof of worker's compensation and contact the insurance company to verify coverage.
