    The first half is deposit and the remaining balance is paid upon completion of work. If they do not complete work, they will not get paid. They should of known better not to fall in. You should sue them for what they did to you guys.

    Yes – you should get your neighbor to do the roof. If you were putting in an addition or putting in a new foundation, I would tell you to get a general contractor. But for a simple roofing job, just buy the materials yourself and find somebody to do the actual work. I wouldn't even worry about getting a permit. Do it the cheapest way you possibly can.

    Don't worry about a liability insurance. You don't need one. Just have your neighbor sign something that says that he will not sue. Sort of like release of liability. You're all set! Good luck!

    I would recommend to do the following:
    1) Make sure they are a licensed contractor, who will be getting the building permit for you.
    2) Ask the contractor if he will be overseeing the work.
    You don't want one of those guys that you only see once, hire a bunch of unkilled labor to do all theactual work, and are never around to make sure the work is being done right.
    3) Get a few more estimates for cost to do the whole job. I prefer getting at least 3. If they refuse to provide a free estimate for the whole job, then don't even consider them.
    4) Whatever you do, do not give the contractor a huge check up front. There are a ton of horror stories out there, where people have gotten ripped off that way. I suggest a stepwise payment based on the progress of work done. The chunk of which isn't paid until the job is passed by the housing inspector.

    The bond is of no real value to you because the bond amount is usually a small amount and is provided to the municipality as a requirement order to do business. A bond is not a replacement for a general liability policy and it most definitely does not guarantee that the work will be done in a proper manner.

    You will have to contact a lawyer to file suit against the contractor based on the allegation that the contractor's negligence caused your financial loss. A demand letter from your attorney might be enough impetus to get the situation resolved.

    You can hire just one contractor that subs out for electrical, plumbing, construction, etc… but it is usually cheaper to bid them all separate. Do your shopping and get at least 2 bids for each service contract. Be sure to check with the Better Business Bureau about their reputation, and choose the one that best fits your needs. You will need your blueprints and design info on the home and land. Be prepared for different pricing on each service.
