I am in the process of scheduling interviews for a roofing contractor. 1st answer is great, 2nd answer is very very bad!!
Building codes in most states require one layer on the bottom of the eave. Unless, your eave exstends more than 3 feet from the house. Then 2 layers is required. It is pretty spendy but very very worth it and required.
For paper, we usually throw down 15 lb paper. The idea of paper is this…..
#1. Roof Deck protection – underlayments serve as water shedding protection in case of roofing leaks.
#2. Shingle Protection- underlayments keep wood resins 3away from the shingles. some resins can damage shingles.
#3. Deck leveler- shingle underlayments help create a flat and even deck surface.
We very rarely use 30 pound felt. I think you'd be pretty safe with 15 pound.

Several neighbors have had Mr. Roof come and do theirs. They seem happy with the work and cleanup don't know what they cost but like the old saying goes "you get what you pay for" and for something like a roof it's best to go the best and have it last longer.

Rain washes the protective granules off of the surface of the shingles exposing the asphalt impregnated mat to the sun and weather. The sun causes the unprotected shingle to dry out and crack, which leads to leaks.
Hot weather not usually a bad thing as long as you don't walk on the shingles and damage them when they have turned soft in the heat.

Price ranges vary depending on where you are, and exactly what type of panels you are using.
Call a steel roofing contractor in your area, tell him you are a remodeling contractor and you are putting in a bid on a project that includes 17sq of whatever. Tell him you don't want a hard estimate, just a ballpark figure per square, just so you have an idea of what to bid, (That way he doesn't have to come in person to give an estimate.), and implying that you will get him to do the work if you get the job. That should give you an accurate price range.
I know it's a little underhanded, but it's an old trick we all have used at one time or another.

Measure the size of the roof.
Estimate the time needed for the job.
Estimate the materials needed.
Add a reasonable profit, 10 to 25 percent.
Add all these up.

If you are going over shingles, only one layer I assume, you still have to have a layer of wood nailers. Your deck needs to be a minimum of 5/8" where as most roofs only have a deck made of 1/2".
Before you purchase the steel make sure your roof can accommodate the steel. Most can but it is a bit more complicated than just laying the sheets of steel down.
I would suggest you contact 3 contractors and ask for estimates. The cost for labor should be about equal to that of an asphalt shingled roof.
Where I live roofers charge by the square, between $35.00 and $45.00 per square plus materials. When you get a quote make sure they include all prep work etc.
