You are not required to employ a licensed contractor but you will have more chance of getting compensation should things go wrong.

4. The hardest factor to judge is character. Look for straightforward, open answers to your questions. Be wary of a contractor that give excuses for why previous projects have been less than successful and blames his workers. An honest, competent contractor will take responsibility for the overall success of the project and the outcome.

The house needs a new roof, a complete ripoff and replace. I've gotten a number of estimates. Some state that they are certified by a certain shingle manufacturer…others are not…but they all have a lot of experience and good references.
